So why are there so many Ghosts chilling on Tamriel?

you can't go anywhere without running into Ghosts who flag you down to do stuff for them, don't they have afterlife heaven parties to get to?

✭✭✭Tamriel always seems to be in the midst of bloody warfare in some way or another. This no doubt causes many victims to die with regret, thus turning them into spirits seeking peace by completing the task that haunts them. This one also observes that she very rarely sees any Khajiit ghosts. This maybe because we are granted instant admission to the glorious places of the afterlife.
Or maybe, Santie thinks, all the khajiit souls are getting sent somewhere more unpleasant ....
