So why are there so many Ghosts chilling on Tamriel?

is the Soulburst the specific reason for this?

or is there some other Lore behind it?

you can't go anywhere without running into Ghosts who flag you down to do stuff for them, don't they have afterlife heaven parties to get to?

Tamriel always seems to be in the midst of bloody warfare in some way or another. This no doubt causes many victims to die with regret, thus turning them into spirits seeking peace by completing the task that haunts them. Even when warfare isn't involved though some still end up this way.

There's always violent death in Tamriel. Not sure it would be the safest place to live.

Santie thinks that maybe some of the ghosties are caused by certain lovely sweet things she likes to eat. Less immortal soul and more an ache of the stomach.

This one also observes that she very rarely sees any Khajiit ghosts. This maybe because we are granted instant admission to the glorious places of the afterlife.

Or maybe, Santie thinks, all the khajiit souls are getting sent somewhere more unpleasant ....

I think you can see them because you're soul shriven or the Vestige but regular people can't.
