[Bug] How to dual wield a destruction staff

Being able to use dual wield and a destruction staff at the same getting passives from both and up to over 50% Spell Penetration. Extremely easy to do, actually discovered this by accident moving my weapons around.
And yes you get passives from both Dual and Destruction Staff

I'm more worried about the 18k spell resist. 18k with Nirnhoned what madness is this!? ZoS pls fix so Nirnhoned properly works with dual wield staff!
