How do DW enchantments work?

Both weapon enchants the same chance to proc? Is off hand reduced? Or doesn't proc at all?

If you watch the recharge bar on each, the main hand always goes empty first...........at least mine does. The only DW skill I use is steel tornado, and I don't light/heavy attack with my daggers really.
