That's not what he means. All gap glosers have brief "mini stun" or interrupt, when they hit an opponent, not affected by cc immunities. I honestly think it's a bug. Why you cant do *** in zergy fights, not even move or roll, break cc, when multiple players spam gap glosers on you. You're perma stunned.
However, most gap closers cant be used in close mele range, why you cant keep spamming for example Critical Rush on a player and keep him locked. The skill only works when there's X range between you and target.
Again, this isn't some Ambush exclusive issue, it's all gap closers doing this crap and ZoS needs to fix it. Just that Ambush can be used in mele range, making it possible to spam only that.
I personally have more troubles with the hidden mini-stuns from gap closer when hunted by a full enemy raid/zerg.

Honestly, it does. And you know what? I can't even prove it to you unless I recorded the footage of the NB Ambush-spamming me, whilst recording my finger on the R1 button of my controller, because Breath of Light's icon doesn't even attempt to glow (outline) like as if it's been pressed. Ambush completely locks you out of every spell with a character animation.

I recommend you make a NB to look at the tooltip to see if its doing what you're saying. The surprise attack only stums out of stealth and cloak. You can only attack once out of stealth, so that stun isn't spammable. Additionally, the stun coming out of cloak requires two casts of an ability to work (cloak + surprise attack) to actually stun and it's, in all the times I've played on my NB, obeyed CC immunities. So surprise attack quite literally cannot be spammed to CC. If you're experiencing something else apart from this that you see explicitly goes against this design, then it is a bug, but surprise attack cannot stunlock as you're describing.

You're right. It does stun when the NB comes out of stealth. I play PvP about every other day on my Templar, and I have not had the issue the OP is referring too. Possibly what happened to the OP is the NB re-cast cloak and hit him out of it using Surprise Attack which can also stun him too. He couldn't BoL possibly because he, 1. Was lagging and didn't see the stun in time or 2. No Stamina to break stun. Now obviously he can't stun when you have the immunity effect active.
This is why I have a stack of Detect pots when I know a NB is near, its like clipping a birds wings. Once you pop the Detect pot, a NB source of momentum is heavily shafted, he cannot stun you from range and hes de-buffed when not stealthed.
