Well, Demon souls had that mechanics but they erased it when it was released.
Like I mentioned, that is going to cause problems (like it currently does) because 1 party will want the other party to be nerfed there is only 1% of players able to beat the hard content and then the other players will complain because the jump from normal to vet is far too high right nowWhen you do Nightmare, you want more I suppose. I think they should stick to the original plan, normal is for everyone and vet is the challenging.

I'll add that inI think the concept is solid. But. In my opinion, the gear dropped from Nightmare should be the same as in Veteran. The incentives for Nightmare should be vanity related. Chance to get a new mount skin, new model on old piece of gear etc. This way, there's no need to nerf it, as the more casual players can acquire the exact same gear on the lower difficulty.
Star Wars the Old Republic did it well. I only played for a few months from the beginning, but our small guild cleared the first two raids (operations) as server first on Hard Mode and Nightmare. The unique "mount" was incentive enough to keep us going, though we did it for the challenge, not the vehicle.

I suggested Legendary Items because currently there is 0 drops for Legendary Items unless it is from a weekly (competitive content) and Nightmare Mode is being all about competitive content for extremely hard gameplay, so I think 3 hours for a dungeon competition to get a Legendary Reinforced Shock Master Shoulder is worth it
