I agree. Imperial City is one of the worst DLCs/Expansions I ever played on any MMO.
It was literally a waste of Money. The quests are boring and PVP is non existent. People just farmed their gear and left it.
It was a PVE DLC with some PVP involved. It seems unfinished and bland. Remove PVE mobs and bosses and add essentiell objectives and link it to Cyrodiil.
Why am I even answering. ESO PVP is dying anyway (at the current state at least), just like endgame PVE. What am I saying.. real endgame mmo PVE does not even exist lol.

0) Shorter loading screens and THEN (only then) only respawn in you sewer base.
1) You can take up to a 100% of an enemy players stones but you can only ever take two times the number of stones you have (at least X, though so you don't have to start by PvE'ing. X could be something like 200 or whatever). For group kills, the kill stones are split first and then this rule applied to every player individually.
2) The middle boss in the sewers is much harder to kill ("raidboss") and drops are more rewarding.
3) Roaming bosses drops are more rewarding
4) Grinding the easy mobs (zombies etc) is less rewarding.
5) make the districts remotely relevant. people don't go there anyone, because playing there is not rewarding at all.
6) More players! Less campaigns, higher pop caps, etc. But this will only ever be possible if the performance issues in real Cyrodiil are resolved.
