✭✭✭✭I think most low-level players who complain about being under-leveled have missed the starter island/zone for their alliance, and with it the skyshards and quests that help with the extra skills and xp. I never start Auridon, Glenumbra and Stonefall before about level 7 or 8.
Good point. I tend to leave Cold Harbor around 5th level (I bop around and really like to explore), so I'm just overleveled in general. Then I like to wander around, great for materials and exploring. I play PC and use mods to make sure I can find all the skyshards (I am terrible at following or even understanding ZoS' hints or maps).

Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis0 -

✭✭✭6+ Levels over the NPC's level ensures you get nothing (with the exception of Scraps for making Medium Armor) from them. That being said, this is how I usually run an area:
First I explore. I uncover everything noteworthy (especially the Eyeball locations for Pathfinder Achievement) and then go back and complete the following:
Boss Camps, as I like to call them (Skull and Crossbones icon)
Dolmens (Great source of Experience by the way!)
Delves (Torch Icon)
Public Dungeon (Cave Icon)
(Note: Icons listed above may vary on PC.)
After all that's done I do any and all quests I need to do (since this can be skipped initially without hindering the main storyline this step only truly applies to Cadwell's Silver.)
All other quests I save for absolute last. Some quests however players may prioritize for either of the following reasons:
Polymorph or Pet Reward
Doing it with friends or companions
That is how I prefer to approach areas. If you quest a bit after doing everything there is to do in an area you shouldn't find yourself underleveled and maybe even overleveled!

I do full exploration as I go, and try to avoid extra combat, yet still... Doing pledges, cyrodil, and ic may be too much.0 -

ESO should be sort of happy about this. It just means people want to savor the game more and not rush through.1 -
