It will be even emptier after Orsinium release. I hope that in 6 months ZoS will make IC a real PvP area.Recently finished gearing up, been looking to do pvp to get caltrops and such. Running through sewers and in an hour in the most populated server I find 4 people. What am I missing here? Was there any thought put into the longevity of the content?

I believe the population there has decreased, but it is no where near empty.
If your group is bigger than 6 members gain 75% damage reduction.

It's a level grind area with equipment grind. ONce you're done, you're done with no reason to come back.
Put three scrolls down there that impact the alliance war. Now you have a reason, but then you'll get the zergs Zos doesn't want in the sewers

Well, why should anyone go to IC to PvP? There is literally no reason other than avoiding lag and there is no reward for going there instead of Cyrodiil.
Pretty much a shame ZOS wasted resources on this DLC turning into a wasteland now because they were to lazy to implement some meaningful mechanics into IC.
