[BUG]Permafrost delays by 1-2s

While trying to complete Vet MA on my stamplar, (LOL impossible without shield spam), I tried out this set. THere is a massive delay maybe 1-2s before it kicks in after granting yourself a shield. Also it keeps going after the shield drops. Is it my aussie ping making it derp or is it broken for everyone else?
This recent update has made me sad. Sad for the game. Sad for the community. Sad to pay whatever it is now. I want the previous eso back.

✭✭I had tested it yesterday, and now again after reading your post. For me it always works on the next health regen tick after I activate a shield.
