Depends on your build, how do you want to play, what skill you wanna use?

I have nord templar tank and breton templar tank, I build them differently based on their racial advantage.

Nord have the highest effective health (also good if you want to stack multiple damage reduction other than blocking and misting), and breton have the most efficient magicka to damage/health ratio, and the extra spell resistance also good for tank.

If you want stamina tank you can go redguard, but I think templar is second to DK for stamina tank. (or maybe third to NB)

I can't help but notice that my main skill bar is mainly all defensive abilities. I have one dps skill slottted, not including my taunt. Does this sound right?

taunting and keeping yourself and your team alive is main priority, doing dmg is secondary at best.

- Dark Elf gets bonus to magicka and stamina and fire dmg. Good for DK
- Nord straight up damage mitigation bonus, bonus to stamina. DK or Templar
- High Elf gets bonus to magicka and magicka regen. Templar (my personal choice for a heal tank build)
- Argonian ( don't laugh) gets bonus to healing received. Good for DK, I've seen a very effective Green Dragons Blood build with an Argonian DK, very interesting.
