People find DC to be "boring" just because the races seem generic to them.
The irony is real since Elf's and Tall Nordic people are just as generic.
Also EP was always going to be the most populated because Skyrim/Morrowind.

OK, so it does mostly have to do with the familiarity from the previous games?

I've tried playing all three factions and while I might switch AD/EP around I agree that DC is the hardest. Look at the races, Orc, Bretons, and Redguard. Only one of those is a "magicka friendly" race, the others are stamina. And while stamina builds are fun to play without the easy access to self-heals they're a lot tougher.
EP has Argonians and Nords which both have lame racial passives so I put them in second. But AD has both stealthy Bosmers and Khajiit and the massive magicka boost to Altmers. So I consider them the easiest faction by far.
When I first played ESO on the PC/Mac, I strongly suspected that the Daggerfall Covenant would wind up being the least-popular faction and, thus, more lightly populated.
So I signed up for it. What can I say? I like the challenge of being a member of the DC.
When the PS4 version of ESO came out, I had my character(s) copied over to the console, where the majority of my ESO time is now spent. Once there, my console-side guild all went into DC, per my advice. There we've remained — Better Hide or Die — and there we've prospered.
*shrug* Maybe at some point I will roll a toon in another faction, but it's not a priority right now.
