Surge and weakness to elements are totally different skills....
Surge increases spell power and prices a heal on crit.
Elemental drain returns magicka and reduces the enemies resistence to elemental damage (Therefore increasing you DPS).
There is no reason at all that you couldn't use both... and nothing at all that makes it inefficient to use both. (EDIT: just seen you mentioned boss/mobs..... on bosses, yes use both... on mobs, you're spot on... surge but no need for drain... the mobs will be dead so quick drain is pointless).
In a group situation as others have said, ideally your healer will run drain... and you'll run surge.
Solo.... doesn't really matter as all solo content is really easy these days, but if you're struggling for space on your bars then I'd go surge for the heals.... plus the 20% spell power buff will give higher DPS increase than reducing elemental resistance on the mob

I know they're different but in a way they are also similar. One skill buffs you while another one debuffs the mob, so they are both in a way skewing the numbers to make it more favorable to the caster. Which one does a better job at killing quicker? I think surge is probably the best way to go but I have fun using both when fighting the big mobs.
I guess I've just had bad luck but I've rarely found a party where there is a healer that actually heals everyone in the group. Most people don't use mics and since that is our only form of communication on ps4 I just kind of roll with it

As far as which is more effective from a DPS viewpoint.... Surge hands down.
You always want the major Sorcery buff (20% spell power) up all the time. Plus since they buffed it the heals are also worth having. Aaaaand... the bar you slot i on has another 2% spell power from passive... so that's another bonus
not as a sorc, this skill is used by the healer for his/her group to get maigka back.
