You do have the content, it's on the server you bought it on. That's assuming I understand your query correctly. The Crown balance is account-wide, so the residual balance will show on both servers, but the purchased content will only show on the server it was bought on. I'm afraid you can't use the same Crowns to buy the content on each server!
You can't buy Crowns from the Crown Store, that would be illogical. I haven't heard that the Imperial City DLC carries between servers; where did you see that?

It's the only way to make it fair for everyone. Otherwise people who play both servers would be getting twice the value from crown purchases versus people who only play one.
The alternative is making all the items managed through the game account and you specify whether you want the item to be unlocked on NA or EU. But ZOS wanted a more convenient system where you pre-pay and then receive your items immediately upon buying them on the server you're currently on. That way you don't have to exit the game to buy consumables and in your haste accidentally send them to the wrong server.
