Using shout to call guards to a thief working a area.

No open world pvp, but using shout/yell to bring guards on to a player stealing now that would be interesting :)

They'd have to change the way sneaking works in PvE zones first... at the moment you can see players that are to all intents and purposes hidden - the guards cannot.

Counter to that: if the thief disappears before guard can see and lock-on, guard now goes after shouter for "obstructing justice"

Interesting idea. By adding a shout, that calls the guard to your area unstealthing anyone around. If they have a bounty the guard would automatically head towards them and arrest. If they do not, the mere presence of the guard would be enough to stop the theft. This would be a great addition for those that don't want to be PVP smacked with justice.

    @ZOS_GinaBruno, @ZOS_JessicaFolsom, @ZOS_RichLambert whatcha think? @crowfl56 has a pretty good idea here.

I can see this system to be abused so bad. If the whistleblower does not like person X -- he and his friends just follow around the theft and call the guards all the time. OR If the Whistleblower just camp at a common thieving spot, he will destroy the fun for others by abusing the system. I do not like the idea based on those grounds.

Again, with an increased cost/risk similar to the sequential increase for dodging - if you do it "too often", you get fined for public disturbances.
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis

This was a feature in Ultima Online. If someone flagged as a criminal, you could call the guards and they would insta-kill you. We use to poison ourselves in a high traffic area and leave a couple of pieces of high-end loot to entice people to loot an innocent corpse. As soon as they flagged, we called the guards and then helped ourselves to their loot. Good times!

The Justice system in ESO is only half completed. As they originally planned it, you would be able to actually attack other players if they had acquired a bounty.

This would really go with a completed Justice system, I like this idea.
As a casual player I was satisfied that at one point I had a char max level and near max crafting with almost all motifs and I pretty much lost interest. Then ESO discovered DLC's and now my main is just a wanabe and I am happily pulled back into the game.

Yeah, this is a great idea for hall monitors, snitches, cops, busybodies, and any other self-righteous prigs who can't live and let live. You're all the perfect patsy when I need to murder someone for a Dark Brotherhood invite. >:)

Justice Update 2 should bring alot more than that. Enforcers are confirmed already. How they implement its yet to see. We know Enforcers can raid Bandit dens, probably do something to player Outlaws too.

    PC NA

Games are meant to be played.

Back in Auriel's Bow 1.0, I have thought that the best way to handicap a faction with the HUGE pop advantage is to temporarily disable their grouping functionality and their ability to fight in 3rd person point of view! Let's see if these do not even up the odds.
