Its just assumed if you aren't pale white you're a werewolf and well if you're pale...you're a Vamp ofc.
Also if heavy armor sets covered all skin then sure, I personally can tell easily if someone is a Vampire due to the pale white neck and what not thats always visible.
Also Vampires always have mist form or devouring/clouding swarm at the ready...that they'll use at the drop of a dime.
I've also yet to see a Vampire who doesn't use the Lamae white,.

Remember also that there are add-ons that allow players to easily identify both vampires and werewolves and without those add-ons vampires can easily "hide" what they are with many different sets of armor. So this would do nothing to affect game play either.

Reason why a lot PvPers are vamps is, "Dark Stalker".
If Thieves or Assassins Guild comes up with an ability to run faster in stealth, a lot of people will drop vamps. Including my self.
Insane damage to fire.
Low Health Regen.
Very weak abilities. bat swarm is decent if you can spare the ultimate spot.
And now, which is utterly stupid, you have to have a vamp ability in your hot bar in order to get stam/magic regen, even thou you in vamp form 24/7..
And this was implemented so....
WW wont complain about there nerf to stam, while they are not in wolf form.
There fore, Vamps are not OP, as you claim....

But changing stages? Why? At least those changes. There are ways it could be better, but stages are a combat thing. The fact that you have to go through stages 2/3 are annoying enough. No need to make stage one last longer. At least 2/3 are lightly beneficial.

I mean they did fix Silver Shards(took them 2 weeks) back when it instakilled vamps and WW.
Not sure why they cant fix this crap.
Camouflage Hunter should have a 2.5 second cooldown. But from sneak there's no cooldown while more than 1 attack benefits from the sneak proc. It's 100% instagib on any vamp 2-3 Camoflage Hunter hitting same time. You dont even need to use any actual skills to instakill a vamp, only crouch and heavy + light attack. The proc sometimes does over 15k dmg from one single, so like 3 of them oh joy...
Only in ESO really, where this type of madness is normalized and totally fine or fixed "soon" = 1 year.
But yes, I wouldn't mind a skin that made vamps look less disgusting.

As to disabling the skins in PVP I don't care one way or another. It's quite easy to VISUALLY hide vampirism with the proper armor and there's nothing you can do about the add-ons that allow players to see who BOTH the vampires and werewolves are regardless of how they look. Therefore the skin wouldn't affect PVP at all. Yes, this is true of console as well because, as I said, there is plenty of armor that will hide the tell-tale look of vampirism so if that's really someone's goal, it's already achievable.
With switching the timers on 1 and 3 this would add NO time to how long it takes to get to Stage 4. It would have zero effect on game play. So why do it? Two reasons. 1. Being able to be in Stage 1 for an hour and a half would be a dream come true for roleplayers. 2. Logically it makes more sense to progress towards Stage 4 FASTER the longer you have gone without feeding.
Also, a potential third reason. IF they ever do implement the original plan to have guards react negatively to vampires in Stage 4 (Yes, this was something the departed Paul Sage actually said was going to happen) then it will be helpful for those who prefer to remain in Stage 4 to be able to feed ONCE and go down to Stage 3 which would then only last for an half hour while they conduct whatever business they need to in towns.

People shouldn't have to waste one of their precious skills just to find out if someone is a Vampire or not. Elder Scrolls vampires aren't supposed to be pretty at their later stages. If you don't like the look you shouldn't have chosen to become a vampire.

It would have an effect on game play because it makes getting to a good stage longer. Stage 2 is better than stage one. Sure after 3 you get to 4 faster, but as you said the time doesn't change. This is an RP change, not a game play one. It belongs on the back burner, but if ZoOS had half a brain they could solve both at the same time. See below.
Justice system part should never be added unless they majorly revamp stages to require feeding for the strongest effect.
