Major FPS problems?

So I've got an Nvidia 980 and an i7 3770k in it's default clock speed of 3.5Ghz but when I'm grouped with about 10 people in Imperial City my frames drop down to 1-8 fps whenever we get in fights. I've also seen some of the more populated towns put me down to 18-30fps. I'm not quite sure what is wrong with my setup or who the culprit is here. I've lowered my graphic settings from ultra to low and it made no difference in either of the scenarios, I can't say for sure if it's a problem with my cpu when I can run other cpu heavy games such as starcraft 2 on max with very high frames.

    I know of two addons that can cause massive fps drops. (For me anyway)

    AUI (All mods except the mini map)
    My build (Worst culprit)
    MiniMap by Fyrakin

    I swapped back to FTC.

    I took these out and it solved 90% of my fps issues.

    Do I need to disable all of AUI or just the minimap portion? Cause I've disabled the minimap part of AUI and the results are slightly better don't help much when my frames are still well under 30fps.

    I hope this question is geared towards just completion of gathering hardware statisitics of the player base rather than suggesting that a PSU could be a culprit for fps drops, because if it's the latter, well then...the optimization of this game is going in the...you know what? Forget it.

    It helps a bit more but I still haven't hit the bare minimum of 30fps in fights and cities.

    OK then the only option is to disable all addons then. And switch them back on one at a time until you find the culprit.....If there is one.

    Got a similar rig to you OP, and have found despite patch notes for Fryakins Mini Map, that it does cause memory leaks and lag.

    Not used it for a wee while, so problems solved.

    Sadly, as I do like Minimap, ah well, hopefully Zenj will put in a half decent minimap function

    If you use nvidia inspector to show gpu temp and voltage, does the voltage stay steady? (~1000mv)? Or do you see it drop?

    If your gpu starts to get too hot, the system will lower the voltage to it to protect it, and that affects fps.

    Use caution with nvidia inspector. You can fry your card if you tweak the wrong settings.
    You can't do any harm just looking though.

    The FPS/microstutter, I think, is due to a large number of people being in an area at once.

    I've noticed this when questing, mostly at evening. In the morning, not so bad, but the evening is terrible. In places like Stormhold, Rawl'kha, Riften, etc. Places where everybody hangs out from various levels.

    Nothing is wrong with my system. I do not use addons. All unnecessary background processes are closed. Server is NA.

    Computer specs:

    Windows 7 Pro 64-bit
    1 GB HDD (non-SSD)
    AMD Phenom II x4 955 Black Edition @3.2GHz
    650 power supply (bronze)
    GTX 960 2 GB vram
    8 GB RAM

    I've been playing this game since March, been there before the Imperial City patch and I found myself with a huge decrease in performance. I upgraded my PC last month and even moved to in my opinion a better OS, didn't change much and I will explain you why.

    So here I can probably give you some insight of what happens to the game in relation to your computer. This game runs in single CPU core performance, sadly. This means no matter what CPU you have whether it has 8 or 7 cores, whether its AMD or Intel like yours. The game will run like crap (sorry I consider 30 FPS or lower crap) in crowded areas specially in major cities if the single core performance of your CPU cant handle it.

    If you run apps like MSI afterburner or anything you can use to monitor your GPU and CPU usage in for example, a 60 vs 60 fight in Cyrodiil, you will notice your GPU is (depending which one you have) not even at 50% - 60% usage. Instead, you will notice that by default your first CPU core will be at 100%, your second one might be to 20%, and so and on.
    This is a description to what happens to you, a very decent bottleneck originated by the fact this game runs in single core performance and is not running in DirectX12 yet which will probably not happen for a few years. Dare you to deny that ZoS!

    Graphics Card? Will not be your issue, you can even run this game with Nvidia 7 series or 6 series and you will not have FPS issues as long as you have the right CPU for this game.

    I have tweaked every possible setting on this game but like I said, everything will be limited to your single core performance.
    Things you can do/should not do to improve your FPS which I already checked on my end several times:
    *Go addon free
    *Do not use FTC or AUI for combat of any type and yes that includes pledges/trials, this also includes any kind of minimap and group raid display for each one of these.
    *Any addon that shows incoming-outgoing damage/healing/DoTs will make your FPS decrease considerably.

    Exactly. Fx8350 here, tried everything, i am around since early access. All you need is a CPU with huge /core performance for this game, nothing else. CPU usage also varied to me a lot in the past 1 and half year. What you have described, i have seen that, however currently none if my cores reach 100%, not even close to it yet fps drops in every major cities, or even small cyrodiil or IC fight. GPU usage is drops to 15-20% and highest CPU core is around 60%-80%

    I dont know how am i still around and trying to play pvp like this, but i guess i just simply accepted the fact its not going to change anytime soon. However OP using an Intel CPU that i guess outperform AMD in e very aspect so i might suppose something else also. Disable every addon, especialyl those that logs combat. Combatanalytics cause me a headache with drops to 1 fps and freezes for secs. I also heard minimap addont are the same. Delete all addons, remove addon settings folder, also delete and let the game rebuild the sharedcache.cooked file. And you might want to play with the 2 most used lines in the usersettings.ini, the ones that says: RequestedNumWorkerThreads "0" and RequestedNumJobThreads "0"
    You can play around with this 2 lines and set values to 0 or -1 and that should make a difference. You can also set this file read only in windows, so game wont mess with it once you got your settings right.

    Hope you can figure something out!

    Have you tried overclocking it? If yes, did you see any improvements at all?

    No never tried it to be honest, and I won't bother doing it as I'm pretty sure the improvements will be minimal if any.

    My game is not getting stable, especially in the cities. I play ESO since February 2015, I guess, but it started after the latest updates. In the wild stays at higher fps (80-100 fps), but in cities lowers to 45 fps, up to 60 fps, then goes to 80 fps, then drops again and so on going. Fps drops and are oscillating all the time in cities...

    - Opened ticket 2 days ago, haven't received any response yet.
    - Frame rate was ok before IC. Was ok for a while after IC. Then one day it dropped. Problem went away by itself. Problem is back again second time.
    - Having other players in area clearly makes things worse.
    - Having a LOT of other players (read: cities) makes the game unplayable.
    - Loading time increased (1 min just to get to character selection screen after typing password)
    - Getting 2, 3 loading screen while walking in town
    - Black silhouettes everywhere because server sync too slow
    - Objects don't appear (stand in front of crafting table 12-15 seconds before it appears)
    - NPCs don't appear (same as world objects)
    - Interface is slow (loading inventory while in bank takes 2 seconds before it's usable)
    - Distant textures don't get refreshed in time when getting near
    - FPS drops to zero the first 3-4 seconds after loading a toon
    - Wild fluctuations while in game: drops to 8-9 in cities, goes up to 20-24 while exploring. My baseline used to be in the 50-60 range on Ultra setting before this glitch showed up.
    - Average ping clearly went up from low 110 to 200 and even 500, 600. The very high values are temporary, generally when loading a new area. Some dungeons stay in the 300-400 range somehow.
    - All characters affected
    - All regions affected
    - NVIDA 770M on Alienware, 16 GB RAM, i7, raid-zero dual HD, W8.1 fully patched.
    - Latest driver installed (358.50) and using NVidia Experience settings
    - Machine plays much more graphically punishing game without a problem
    - FPS and ping issues are independant of graphic configuration. Changing to rock-bottom lowest setting of the game barely improves anything.
    - Independant of addons. Deleting all of them changes nothing.
    - Average ping to a sample of 12 speedtest.net of various servers located in Texas (where I believe your servers are) is 74 ms. This would imply the server adds 100-200 ms ping by himself.
    - Not using any overlay. Playing straight from client (not within Steam either)
    - No other program running in background and I'm alone on the internet connexion
    - No other MMO (Wildstar, WoW) or stand-alone video game (Skyrim, Mass Effect 3, Max Payne 3, Bioshock Infinite) has any stuttering or FPS issue.

    Any system built in the past 10 years, if the rig pulls more than the psu can handle, the system would error out and/or simply shut down, if it even boots at all.

    I mean, you HAVE to know this being a tech support don't you?

    I honestly feel quite upset that you would even suggest that.

    Cutting back on my rendering/view distance gave me the most performance increase--for something that can be taken off of the CPU. Also, turning off shadows (once again something that is processed first by CPU then rendered by GPU) can help free up some CPU overhead to allow more headspace/less bottlenecking.

    Furthermore, the particle suppression and maximum particle systems can be decreased to relieve some pressure from the CPU. Play around with it for your optimum FPS. I run with 1024, 57 and 72 (in order) as a reference--but every system will be different. The only time I drop near 30 fps is in Cyrodiil with zergs running around.

    Edit: I've also seen others note that the latest nvidia graphic drivers (per their forum) is causing issues with other games as well. Try rolling back your driver, if all else fails.
