It doesn't matter how it works exactly... Its merely 300something damage.
It won't make using WoE worthwhile.
The ability is abysmal if you compare it with lightning splash or even thundering presence...
The Staff needs a major bufg to turn this ability into something one can even consider using.
That's the thing, just go ahead and make root a base part of frost wall rather than a rng proc. Otherwise why use it for CC as a mag build? Sorc has encase, DK has talons, Temp has shards, NB has fear.@Teargrants, aside from the fire staff suggestion and the shock stun they do those already, albeit at a low chance. Frost WoE gained the ability to automatically root chilled targets on top of its snare. Wouldn't hurt if they were common enough to be a hazard.

Ice Wall: root & snare
Lightning Wall: stun & concussed
There, I just thought of a way to make the skill useful in less than 30 sec.
