New gear testing and templates?

How come we are not testing any of the new gear on templates? How do you know if that new master 2h isn't going to be OP with it's 14k bleed?
Can you please make the templates:
VR16
Merchant that has all current gear in set boxes. Split them up how they are in cyro at the moment
Merchant that has all enchants.
Merchant that has all new gear.
Max our mount and banks out.
360cp.
All crafts and research complete.
Crafting npc with all the mats to craft gear from white to yellow.
Have a food and drink vendor.
Place this in our capital cities. Maybe even make a new building/room called Testers Paradise. Even just dump it in cyro spawn points, plenty of room there.

This recent update has made me sad. Sad for the game. Sad for the community. Sad to pay whatever it is now. I want the previous eso back.

Great thing to bring up though if it's not something they planned on doing.0
