Can new non-crafted Orsinium sets be obtained w/o the DLC?

I don't have much time to play ESO now, and I prefer working on my character on Live server when I do play. So I would appreciate the info.
If I'm not an ESO+ member and don't buy Orsinium, can I get these new non-crafted sets through a guild store or from dungeon boss drops? Or would I be out of luck? I heard from a guildie that they are all bind on pickup. These are also the only sets with V16 jewelry besides Agility, Willpower and Endurance. If you can only get them with the DLC, it seems ESO will be going more P2W than I had hoped.

Freeman✭✭✭Nope, they're marked as Bind-on-Pickup.
And it's not P2W.... you still have to do stuff to EARN the sets. You don't magically get them all placed in your bags when you pay the 3000 crowns or sub.
Paying for DLC is how we keep ZOS in business so they can create more content. Simple economics. This isn't some F2P crappy browser game. If you don't want to pay for new content, then you accept the limitations.3 -
