The maintenance is complete, and the PTS is now available.
Customized character creation using template (With controller UI always fails)

I'm assuming this is just a PTS issue but my specific experiences have been now three completely different attempts to create a template character using the controller UI.
I run into no issues during creation at all but when complete I choose to skip the first part and I sit for 5-45 minutes before dropping back to the enter your username/password screen
Is this a template issue or a controller UI issue or something else?
FYI: when I log back in the characters were never created

VR14 templates (AD, EP, DC)
-when I mention skip...im talking about skipping the tutorial area
