In the Orsinium livestream I saw that every creature is V16, but I'm lvl36. How am I able to beat them? Is it like cyrodill?

    On PTS I used a v14 character (template, since it was a US character copy and I play on EU), and all mobs were v16.. And there were characters around me at much lower level (I think one was v2 and one was level 38 or something). So definately seems to be Cyrodiil-style levelling to me.

    It scales to your level. The person that is streaming is v16, therefore the mobs scale to it see other comments.
