Was wondering about that 'cause I've just noticed the "rebuilding of Orsinium" feature in the upcoming DLC and I thought that could be used for Imperial City aswell. Or maybe I just love the idea to make the city claimable by factions... Impossible?
Well, if you have already finished the main story, you know that you are now in a time loop because you are experiencing the other 2 factions (you, as the hero of every alliance, basically), so i'd pretty safely inform you that we will not be seeing an 'end' of molag bal's rampage over tamriel in this game, no. Unless them devz figure out how to make some 'end-game' instance of the game with no daedra / anchors / any other quests for people who beat it all, and only do pvp or crafting writs for all eternity that doesn't sound like total boredom... soo yea.

I'd say with phasing technology which they seem to have that could be possible for those who have completed the story line quest in the city, maybe a revamped version of it... For example the quest chain inside the city was thrilling at least to me.. especially the sanctuary part where we were sent last. Wish we could visit more parts of these hidden places... Not saying that now it isn't beautiful, it's gorgeous but can you imagine? Even in the quest lines, for example the generals, they speak of an evolving situation like "We've just estabilished this temporary base in the sewers, planning on how to retake the city" and stuff like that, I can't believe it will stay like this for too long.
Wouldn't hold out much hope tbh. Kvatch is still burning to this day and Helgen isn't up to much either. Beth etc don't tend to 'fix' or change their cities. The new dlc being the exception and that's only because that's the entire point to it.
Yes, they will of course. Molag Bal's conquests ends after the end of the white gold tower dungeon.
Molag Kena gets defeated and the Anchor is destroyed and no Daedra can enter the city and will soon be slaughtered.
This is the lore aspect. As for ingame, no, they will not. It will remain as it is
