I've honestly never seen anything like this before.
The only "botting" that existed on console was just wrapping a rubber band on your trigger button.
But this... this is on another level.

These same A-Holes are ruining Neverwinter.
Good thing about Neverwinter is the devs actually drop in and ban these people. Bans are not hard to do either as long as ESO has already set things in place with Microsoft like neverwinter did.... You DEV's have discussed this with them already right?..........right?
I hope ZOS follows suit like that.
ALSO:! If they continue to let these jerkwads do this and I never get Text Chat, but they can use a keyboard to cheat then I might be looking for a different game lol.
Nope. A bot is a toon controlled by automation program, they do the same thing over and over. Normal a bot is used to level or gain loot by killing trash mobs.
A macro user is a person that uses a program to complete multiple actions when only pushing one button. For example they will macro an attack and have an animation skill to together so it never misses, or tie a few skill together to complete a chain of attacks.

You can write a macro to repeat steps. You can press a button and it can run until terminated by the end user. A bot is essentially the same thing.

Yeah, if a Macro is looped it is basically a very ,very rudimentary bot.
Actual "Bots" are generally much more complex if properly made and require coding.
Are you a programmer? A macro is essentially a VBscript. Hop into excel or another scripting software, automate some clicks or other behavior and then look at the macro (VB) file it wrote in a code editor. Chances are it will be VBscript. I've automated testing scenarios for decades and the scripting we use to mirror how a real user would behave is always code regardless of whether we program it by clicks via x/y axis or whether we write it out by hand. The end result is the same.
It's silly to argue macro vs bot. It's the same thing as it's automation however some automation in-game is acceptable while others, as seen in this thread, are not.

A macro has nothing to do with VBScript (although you're right in that you can create them using this). A macro is basically a series of functions that can be executed in just one. I don't know much about consoles, but if there is a controller that allows you to program multiple actions into one single button push, that can be considered a macro button.
Your last paragraph is correct. A macro is more of a shortcut to make things easier for the operator, whereas a bot is fully automatic.
We're digressing a bit here, though. These lazy people taping their buttons down in one grind location need to be punished. While it's not overly effective, it's stupid.
