Looking at this in the Champion Points under the Shadow, I am not sure I understand exactly how it works.
Curious if it is useful at all, or perhaps suits a certain class or build. Thanks.

    Befoul governs healing reduction skills, e.g, if you put a poison injection into someone, it does a DoT but it also reduces their healing.

    Same applies with the dual Morag Tong daggers which have poison enchantment already on, (When is the good sets gonna be Vr16 Zeni? like Ravaging/etc etc etc)

    If you put disease or poison enchants on your weaponry, then it can be rather nice damage, more so if you have points into Thaumaturge, that governs poison/magic and disease dmg, Befoul enhances the effects.

    A lot of NBs use it mainly for archer builds, although have seen many DKs and a few Templars using it.

    Wrong, poison damage and disease damage are two different kinds of damage. Does Poison Injection apply disease damage?
    Attention, although both damage types are damage over time, only befouled/disease has a chance (!) to apply a heal debuff. Weapon enchants, as well as one set boni, can reduce that "weapon effect proc cd", which is 2.5 base weapon proc chance, which means every 2.5 hits (no matter if light or heavy attack) your weapon can proc disease damage. If then the DoT gets applied, you've 30%less healing on target.
    So, very simplified, your heal debuff will only apply every third hit, that is why it's good to have two different heal debuff, skill/ultimate + weapon enchant.
