Cyro PVE dailies in a low pop campaign with some exp pots will net you almost 1VR per day..Some writs, pledges and some Craglorn will get you to V16 pretty fast.
I would like to add my support to the OP, its insane that at VET 11 I have to PvP or grind a lv 11 dungeon because Craghorn is dead with no one doing the quests or if you do find someone they are in all green gear and think that the Clanfear tatic is the one they want to adopt.
They need to move up the time table to scrap VET levels, get some solo story arcs at the end of the main quest, some repeatable quests etc etc.

Definitely this, and how about dailies for Public Dungeons, like the Undaunted but more reasonable solo, and once Cadwell's Gold is finished, separate instances of Public Dungeons and Delves scaled to leader. Not instead of, separate.
You can do a lot of craglorn solo. Your build needs to be good though. The delves and that are soloable
I'm a bit lost... I'm about to hit VR12 but I have no quests left, done cadwells gold, where do I go now? Crag lorn is all group and no solo content...
Am I missing something? What exactly is a soloer meant to do? People just don't group on console.... Is there a magical Xp place I can go back to or level at?

Do the Cyrodil quests, they are extremely quick if you find the right ones (bruma is best from what ive experienced)
