I'd guess this might be a sign of how well IC does on sales figures as compared to the amount of folks that play.
If they raise the level cap it means that IC sold well and most of the players need room to move up.
If they don't raise the level cap then sales were bad and they hope they can get the rest of the players to buy something and not give them reason to skip it by being behind.
But then again didn't they say at one point that it would scale to your level? I kind of took it as if you could even start the game there. Not sure where I got this idea from, might have been just folks talking.

Yes, these adventure zones from here on out are supposed to scale to your level, last I heard.
All this speculation tho is just that...speculation.
Imo, the reason this all seems kinda skewed is that the original design of the game was corrupted in the early stages.
It was not intended that you go through all alliances on one character, you were supposed to pick one and stick with it.
People got upset that they would have to roll alts to see all the factions, so we ended up with this mish-mosh mess called Vet levels, that ZOS now has to try and get us out of.
We should have been leveling though one alliance zone, then focusing on Cyrodiil with the Imperial City as it's topper and Craglorn with its Trials for the pve side.
Vet levels and Cadwell's would never have existed. These new zones coming would be icing on the cake aka Adventure Zones
Zos' biggest mistake...listening to the loud, squeaky wheels crying Doooommm, most of whom aren't even here anymore.

Well.. yes and no.
See.. Orcsinium is supposed to battle level EVERYONE to the same level. Its what they been promising at least..that a level 10 can group with a VR and play with their friends.
Before we get all happy, lets see how THAT plays out on the PTS. Not raising the level, and making everyone all VR16s.. no way that can get messed up.
They may decide they have to raise level during the PTS, because no one needs their gear from that zone, or to get everyone on the same level. After all, right now, my purple VR14 crafted sets give me better stats than purple VR16 5 pc sets from Rewards from the Worthy. (I know, I spent almost a whole day looking, paid thru the.. .. asdf.... only to see slight increases in my magicka for light, health for heavy and stam for med, while my all three of my regens droped 25% on all three sets. Yeah, it was a pretty long time to make, even tho I cant remember the number. They have said before they have three different teams working on three expansions right now, which is why the writer dude had to be so careful. He has to do his job to set the framework for ALL the other teams to build in. Then they have to kinda.. supervise? make sure that the other teams (quest, combat, dungeon, art, VO, music, etc) all follow along with the theme.

Um.. NO? No one has said, but ZoS has said that the IC is to close out the Molag Bal story line, so prob no anchors. Daedra are a part of every plane, so they pretty much will always be around and some Deadric will be invading, using Daedra as their shock troops or agents.
And,.. this company did not make Skyrim, so, no, it wont be like a Skyrim DLC. Thats another division, with a different development team.

Not sure exactly what you mean, Cadwell's Silver and Gold have been in the game and Playable since at least October of 2013, VR10 was the cap then. Which means it has been in development for much longer than that. I had my first VR character 3 or 4 months before the game even launched.
