In fact, one of the main reasons why the Khajiit are part of the Aldmeri Dominion is because of aid that the Altmer provided to them in fighting the Knahaten Flu during the worst years of it. Correct. Reaper's March historically goes back and forth between who rules it, but the river in the middle of it generally marks the border between Elsweyr and Valenwood.
The Knahaten Flu is all over the southern Nibenay region (southern portions of Cyrodiil, Black Marsh, and Elsweyr), but thankfully (according to a few lorebooks I've found) it's kinda dying down at the exact time of the game, which could give us an inroad to a recovering Argonia and Elsweyr.

Valenwood is the only province portrayed in its entirety. If Elsweyr isn't in the game, then almost nothing is and that's absurd. That said, I agree it's underrepresented. I'd love to see one full zone located in Elsweyr.

This is Elsweyr:It can't be accessed yet, but it probably will in the future.
Lorewise, it can't be accessed because of the Knahaten Flu. It was one of Tamriel's deadliest diseases, lasting for 43 years, from the year 2E 560 to 2E 603. It spread from Black Marsh, where it started, to southern Morrowind and across the Topal Bay to Elsweyr. The entirety of Elsweyr suffered greatly from the Flu, though the city of Senchal suffered the most. A strain of the disease crossed the channel in 2E 560 and infected most of the populace. The whole city was burned to slow down the Flu, never to be rebuilt again.
