Even if it is a class skill, Still counts as if used by you (even if you're not that class).
Works for Templars too, as well as for everyone with 1h and shield.
Main reason i love my SnB Templar. Defensive stance works against every attack, while i single out the mages with Total dark.
Not as efficient as it was in the past (no more spam), but it can take down any level of mage.
If you are within the 28 meter radius then you will still take the damage yes. Also none of his allies take the damage, only him, and you and your allies do take the damage. At least that's what seems to happen in my experience. Not sure if this is the way it is intended or not.

Siege weapons are are-of-effect attacks, not targeted attacks, and so cannot be reflected. Meteor has an AoE component, but also a single-target component, and so it can be reflected.
As to the OP's problem, I have also been reflecting meteors for a long time. I haven't had the opportunity this patch, but at least as of last patch it behaves incredibly inconsistently. Sometimes it all goes according to plan, they get the bounce and damage and AoE on them, sometimes you get the bounce and AoE but they still get the initial damage, and every other weird combination you can think of.
