Not sure I like the idea of loosing XP or leveling down for dying. I've died far too many times to something that was out of my control (like suddenly getting dc'd and then inexplicably falling thirty feet to your death once you log back in) to be comfortable with that idea. However, the option to turn off XP gains is definitely something I could put to good use.

That should solve a lot of the issues people have!
It will make all of the CP grinders cry though. lol No more trolling players that do not have 18+ hours of the day to grind CP lol.
Level locking would have a negative affect on the non vet pvp campaign.

Most MMOs learned a valuable lesson from Everquest when teenagers started committing suicide because of XP loss. Because of this, the gaming industry has migrated to a more carebare environment.
Not to mention people would get frustrated and walk from the game causing a decrease in profitts.

Right now, with the CP system, there are a few with lots of CP points that can just run over other non vet toons. Sooner or later these toons out level the non vet campaign and leave. With a level lock system they won't out level the campaign but instead have a greater and greater advantage. A year from now having 1000 CP's will be average, imagine a campaign filled with level 49 1000+ CP toons in a campaign meant for non vets. If CPs are removed from the non vet campaign, those level 49 toons will still be geared out in gold gear, but won't be as unstoppable.

Make less rewards for non vet zone then. If they don't like non vet zone, they wouldn't come. If they like non vet zone, they would reroll. 5 or 10 hours for them to reroll a lvl 40 character with that many cp.
CP free campaign is the best, but if that's too much work for devs atm, maybe xp locks sounds easier .

Just like you outgrow kindergarden... switch to one fo the veteran campaigns and make that your new home, while continuing to have fun with your lowbie friends through alting, maybe?
The idea of a non-vet campaign which disables champion boni on the other hand, to "ease" newbies into PvP instead of feeding them to high c-point characters looking fgor easy kills... that one I can get behind, even if all eight characters of mine are already past the non-veteran stage...
As for death having more meaning... all for that! We have some of that in IC now - count your stones, boys and girls, cuz if you get ganked there go 80%... (which is why the smart ones bloodport back to base as soon as they get a good chunk, death-by-mob only looses you 10%, which might be a decent example of where death is to your advantage...)
But XP loss is bad, mmm'kay?
Makes people who aren't super-good at the game yet frustrated, and frustrated people leave and thus are no profit for ZOS.
Perhaps instead an extra reward for -not- dying? A playtime counter since your last death, reach high enough numbers and you get a "reward for the careful" mail with some goodies?
