Quick question about PvP magicka regen?

I have a V5 Magicka DK I play with every now and then I noticed after the update when I go to PvP my health and all is battle levelled buffed, but I noticed before I go into PvP my Magicka regen is bit over 1700 base, in PvP it drops to around 900.

Question is why ?

    Its the template for battle leveling.. its.. EVERYTHING stat wise.. Uncheck battle levelling and you should go into Cyrodiil as a VR5 with all the same stats.
