did they nerf the damage of v16 weapons?
This. I do realize that there is a quality difference, but the staff's damage rating is a joke if this is valid for all V16 staffs.

No what happened was that crafted gear is nerfed 1 level to be on par with dropped gear, but this doesn't affect already crafted gear. In other words, new VR15 dropped and crafted gear is the same as previous VR14 crafted gear and vr16 dropped and crafted gear is slightly better in base stats(damage/armor) but significantly better in enchantments.

If old crafted weapons and armor don't change, does that mean it's intended to nullify item progression for those that have V14 golden crafted gear? Well, all except LA users, since they then also don't get the upgraded armor value on those?

Does not compute. Upgrading that V16 from the screenshot to gold will probably result in the same damage value as the golden V14 staff. That means it is an effective drop of two levels, not one.

It looks cool, but did you just get...a staff that buffs weapon damage and stamina?o.O

Hmm, it seems they do really care for stamina sorcerers, but seriously...my guess is that those stats could be just a hicup of the "random item generator". I think we should be glad that it has at least a precise trait, could be worse...could be something like reinforced...oh and yes, that's an armor trait...you see, do you ?

Sometimes the prey turns and nips us... it's a small thing.

So let the snow flakes and unicorns dance alone until they melt or vanish from existence, we will finish up with those smart enough to stay in the glowing circle of love.

So, to clarify: This is ALL about RNG, and has NOTHING to do with Stamina builds being able to use Stamina/Weapon Damage to affect the light/heavy attack damage of Destruction/Restoration staves?

    Am I right?

Golden v16 is ever so slightly higher base stats ~2-3%, so it's base stats are only slightly better than old v14 crafted stuff.

However, there's a big jump in enchantment stats30-40% in new VR15 and vr16 gear compared to old crafted stuff.

If you craft a vr15 golden hundings set for example, your overall power will probably go up ~10% over old vr14 crafted stuff and v16 will be maybe 15% better than old vr14 stuff.

The problem is that you'll need to adjust your build overall to take the most advantage of the rebalance favoring enchantments.

Think the only way they could have topped that would be to have made it Legendary...VR1.
