And for us PVE'ers it's kinda sad that such an iconic part of Elder Scrolls lore will be contained within a PVP wall. Sure, I will try the new dungeons, but I really wanted to roam the streets of the IC again. I wouldn't mind fighting open world monsters in the streets, but I just have no desire to get ganked for my stones every five minutes.

Okay so therefore just in theory I am not anywhere near ready for IC if I do a dungeon or delve inside IC i can then just port to a bank outside of IC and bank them and problem solved if I decide to go back and roam gank me all you want mine stones are safe. Umm.. you know you cant "port" anywhere in Cyrodiil, including inside IC? You can "death port" giving any enemy player who hit you with a light attack since you last died 80% of your Tel Var stones when you die. Or, you can fight your way to a sewer entrance in the district and click down, like a Outlaws Refuge. If you get some AP, you can buy a stone that will channeled port you to your factions area without traveling. If you are in the sewers,, well.. expect to run back the way and distance, you came without the stone.
As I have said a number of times already in this thread, the only PVE areas in IC are the raids.

If you're going to play the game. It's worth it. You know how people grind and fight over grinding spots? Never mind the TV stones. There are mobs everywhere. That's exp, that's champion points, that's gold and players can't take any of those from you. You'll learn a pattern to bank you TV stones. My wife who is so noob and scared when she PvP's banked 3k stones in a few hours. She dies when we fight players. She just shrugs it off and trys to learn, but the point is she sucks. She knows it. She's getting better. Yet she banked 3k TV stones in a few hours... As a solo player you will be around your faction a lot and you will help and get help.
So, you TV, CPS, EXP, and there are an abundance of mobs and even dungeons.
So my opinion is. If you're going to play ESO. You should play in IC.

Was under the impression this wasn't part of Cryodill I know in Cryodill i have to visit a wayshrine to get out but I didn't know if IC was the same way

Not only is it part of C-Y-Rodiil, its included in the population of the zone, but its not connected. No wayshrines connect it to the keep transis system.

There will be two Delves White Gold Tower and Imperial City Prison for pve play. Solo in those delves is questionable. In the long run Imperial City is mainly for the pvp player. I too like solo play. Hopefully ZOS will eventually incorporate new solo adventure zones with new quests and places of interest to find.
My other concern is the new crafting mats for V15 and 16 gear. I hope they can be found in the pve delves since I do not pvp. Otherwise guess I will be spending a lot of gold to by the materials.

On a more serious note. While i enjoyed imperial city on pts and was looking forward since closed beta ( yeah we know that long about it and are waiting for it ), this dlc clearly benefits pvpers.

There seems to be some confusion. The Imperial City has both PvP and PvE elements in it. For those who want to PvP there is a lot of opportunity but also for those who want to PvE there is also a lot of opportunity. I've been noticing that a lot of people on these forums have been mistaking the DLC as PvP exclusive. I think that players need to embrace both PvP and PvE elements in the Imperial City DLC. Some people are concerned that PvE will not be a major feature of the Imperial City however this does not seem to be true if you read the patch notes a little more carefully. There will be plenty of materials that can be gained for crafting and getting your v 15 and v 16 gear and it should be pretty easy to just get to the PvE zones and have access to the PvE content without having to go through too many PvP elements. So if PvE players are concerned that they will have to do a lot of PvP in order to get to PvE I don't think that is going to be the case. In the patch notes it indicated that once you have gone into the Imperial City you will be able to get to the PvE dungeons and the PvE zones. I have not played on the PTS and have not experienced the Imperial City yet. I have been waiting patiently so I can experience the Imperial City and have some surprises in store for myself. I appreciate the people who tested Imperial City on the PTS and thank them for their support of the content.

everything you mentioned that you "can not" get can be bought for gold from players who do own the DLC. If you expected to have access to aquirring all said materials on your own with out purchasing the DLC you are pretty much asking for the new content for free. VR10 water will be found in craglorn which I am pretty sure you have access to, vr16 water is exclusively found in IC but again, it can be bought from other players. So dont want the DLC because you dislike pvp, fine, dont buy, farm gold and buy it from players who DO want to play the new content.
Nothing I've read has given IC a "PvE" thumbs-up. It's no different than Cyrodiil, which also has PvE in it.
Thing is, I don't want to go around exploring an area having to keep eyes in the back of my head to prevent from getting ganked.
That's not a fun play style for me, so no thanks to the PvP elements.
I'll wait for the next DLC, which I hear is catering to the PvE crowd.
