There seems to be some confusion. The Imperial City has both PvP and PvE elements in it. For those who want to PvP there is a lot of opportunity but also for those who want to PvE there is also a lot of opportunity. I've been noticing that a lot of people on these forums have been mistaking the DLC as PvP exclusive. I think that players need to embrace both PvP and PvE elements in the Imperial City DLC. Some people are concerned that PvE will not be a major feature of the Imperial City however this does not seem to be true if you read the patch notes a little more carefully. There will be plenty of materials that can be gained for crafting and getting your v 15 and v 16 gear and it should be pretty easy to just get to the PvE zones and have access to the PvE content without having to go through too many PvP elements. So if PvE players are concerned that they will have to do a lot of PvP in order to get to PvE I don't think that is going to be the case. In the patch notes it indicated that once you have gone into the Imperial City you will be able to get to the PvE dungeons and the PvE zones. I have not played on the PTS and have not experienced the Imperial City yet. I have been waiting patiently so I can experience the Imperial City and have some surprises in store for myself. I appreciate the people who tested Imperial City on the PTS and thank them for their support of the content.

Yes, if you're a PvP player, you get to collect tel var stones. And if you're a PvE player, you get to lose them. Something for everyone!

We have been working with the Combat\Classes team for improving Cyrodiil performance while they are also constantly adjusting\analyzing items, abilities and builds. The PVP crew is hard at work on Imperial City while brewing other ideas for Campaigns to give them a different feel and addressing long standing issues like population concerns with the meta-campaign issues of alliance dominance. Obviously there's still more to do for Cyrodiil and PVP as a whole, and both the PVP and Combat\Classes teams are reading the forums and relaying these posts to each other while discussing options. Some of these options are getting more solid and will be up for discussion soon!

    And

    http://forums.elderscrollsonline.com/en/discussion/125176/alliance-war-future-plans-and-update/p1
    Hey gang!

We wanted to give you all a heads up regarding what the Alliance War (PVP) team is looking into for the future, as well as what we’re currently working on for Cyrodiil. As a general reminder, the Alliance War team is responsible for all things Cyrodiil, the Imperial City, and the Campaign system as a whole, so this post will be centered on those topics.

    ...

Imperial CityThe final piece of the Alliance War “Meta-game” is coming, and will definitely change the landscape and goals of players in Cyrodiil. We are aware of the population waves that this will introduce on a Campaign-by-Campaign basis, and will be closely monitoring this when the Imperial City launches.

    ...
Thanks again and we’ll see you on the battlefield!

    -Wheeler

Imperial City was developed BY the Alliance War team for PVP. Like the delves in Cyrodiil, it has some PVE elements, but, if you expect to spend 10-20 min and never fight a player from another faction, you will likely be sorely disappointed.

Oh, and this DLC does not have any PVE zones. The dungeons/raids, Imperial Prison and White-gold Tower are the only "PVE" elements. VR15/16 crafting materials are only avail via deconning drops from mobs and Rewards from the Worthy PVP mails, or from Tel Var stones, that you get from mobs in the AvA area. TV stones can be partly lost (80% of your stock, if last PTS note proves true) if you die to a player, and he gains them.

Don't be, it was told to us a long time ago there would be things for all to do in it. But developers left and new one's came in. One thing is a fact around here, what is said in one month may not carry over to the next month. Once you accept that fact it all makes sense after.

Thanks for the link. WIll pull the quote in here.
I've seen this mentioned a few times in various threads now, so i'll clarify some here. Imperial City is meant for the PVP player - it's their turn for some love. If you love PVE and are clamoring for more of that type of content, the Orsinium DLC will be exactly what you want.

And for us PVE'ers it's kinda sad that such an iconic part of Elder Scrolls lore will be contained within a PVP wall. Sure, I will try the new dungeons, but I really wanted to roam the streets of the IC again. I wouldn't mind fighting open world monsters in the streets, but I just have no desire to get ganked for my stones every five minutes.

It can't be defined purely as 'PvP' or 'PvE' because it's a combination of both, it's PvX.

The Imperial City will have two pve delves but again they will be for the most part forced group play which I am sick and tired of. Why you might ask well for two big reasons. First off on many occasions players get frustrated and drop out of the group leaving the rest of the members hanging or one or two group members will start playing the blame game pointing fingers at another group player for failures in the delve. Geeze what ever happened to enjoying the challenge and just having fun. I like solo play and questing in new adventure zones where ZOS has completely dropped the ball. For those of you who like pvp Imperial City will be a gold mine of challenges and group play. For all you pvp players have a great time it will be a lot of fun for you. Hopefully ZOS will at some point start supporting the solo players with content. Imperial City is not geared for the solo player.

Nope. not delves, which are open world access and you can wander in and randomly work with others.

These two are four-man dingeons like the Undaunted Challenges. You enter thru the dungeon interface.

Okay so therefore just in theory I am not anywhere near ready for IC if I do a dungeon or delve inside IC i can then just port to a bank outside of IC and bank them and problem solved if I decide to go back and roam gank me all you want mine stones are safe. Again i am just clarifying for myself assuming those pve areas like dungeons and delves are pvp free

Umm.. you know you cant "port" anywhere in Cyrodiil, including inside IC? You can "death port" giving any enemy player who hit you with a light attack since you last died 80% of your Tel Var stones when you die. Or, you can fight your way to a sewer entrance in the district and click down, like a Outlaws Refuge. If you get some AP, you can buy a stone that will channeled port you to your factions area without traveling. If you are in the sewers,, well.. expect to run back the way and distance, you came without the stone.

As I have said a number of times already in this thread, the only PVE areas in IC are the four-man dungeons.
