If I was to rename the PTS directory to replace my live ESO directory on the PC would today's imperial city 2.1.4 patch download quicker given that is much closer to the copy of the game shipping this morning? Just a thought.
Bad idea. You will probably end up re-installing the game if you do it.

Where is the end game? You just played it.
Why don't I have 300+ skill points? Because you skipped content along the way.
Where is new content? Sigh.
Would be nice to get an official opinion here, in theory a true patcher would figure out and fix/replace files changed but maybe im over thinking how i'd design the thing

Sigh.. then submit a ticket using the Support button on the top of the screen.
Generally the reason why they make Beta builds/servers is to test things. Which means that there is a lot of code to give them feedback that never makes it to live. Which, if moved to live, those files that were never meant to be there, will eventually cause your game to bug out and re-installation.

That might work for EU characters since they have theirs on there. Although, the differences would still be quite large and the possibility of corrupted files would be really high. More than likely this would cause too many problems and someone would end up having to a full reinstall as others have mentioned.
IMO it's not worth the risk. If your not home on patch days, leave the launcher open and it will auto download once they are finished. It works great.
