All of the areas that require you to speak with an NPC provide an immunity buff. You may see enemy players, but you can't do anything to each other.
Not unless you're very good, no. I get why you're wary, but I don't think completing these two objectives will be as frustrating as you may think. First off, nothing against folks who are waiting for this DLC to come out. I am not trying to convince folks to come to my way of thinking I hope each of you Have Fun!!

And before you say it, PvP with bosses strong enough to take on multiple skilled players is group play also as in most cases it takes at least 2 very good or 3 skilled players to take one out before PvP is accounted for.
Now like Craglorn, I will probably set foot there now and again, but unlike Craglorn this has to be purchased or accessed with membership. Once my sub runs out I will not be purchasing this content and will not miss access to it.

The biggest reason I will not be playing Imperial City is that there is no way for me to purchase crowns without giving away my credit card information, which i will never do... Rather crazy reason but here you go!

Just cause they are there don't mean I have to interact everyone of them. Just like passing folks on the street. I might say Hi to most, but I rarely invite a stranger to my house to watch the game.
