Keep siphoning attacks to maintain stamina.
Use things like caltrops, refreshing path, and sap essence on aoe fights
    Use shades on boss fights.
He's the healer Tamriel deserves, but not the one it needs right now. So we'll hurt his tank. Because he can heal them to full. Because he's not our hero. He's a silent guardian, a watchful rejuvinator. A Cloaked Healer.

Since block tanking is not appreciated anymore:

taunt, cloack, cloack,...,cloack, taunt, cloack, cloack,...., taunt,....

if this is too simple... variation is possible:
taunt add nr 1, cloack, taunt add nr2, cloack, cloack, ... etc

We should have fought for our village and not have backed down, with our tail between our legs. Now my home village is in shambles, the houses burning, the invaders feasting.I swear every day to Shor that after Molag Bal has been defeated, I will hunt down the invaders and restore peace in Bleakrock and drink my mead with my friends at the market place".PC-EU

Im a nb tank on consouls just run vet coa snd arena, the set up is ransack, blue with armour buff, shades for shadow buff and 15% less damage, leaching strikes ( stam/magic return), health funnel and vail blades. 2nd bar is s&b with sap, beast taunt , leaching striked, bone shield and shild charge thing.

Nit had any issues and has been great learning to bosses without spoilers. Nb tanking is in a good place and i carnt wait for the 0 stam regen to hit fir that extra challenge. On a sude note all my points are in health with health enchants

While this may work with a good group, it's far from a maximized build.

Cloak drops taunt, and has done so for the last year or so, so your hyperbole is completely misinformed.

OP, listen to @omfgitsbatman and look up threads titled "Tanking with LT," as well as this NB tanking guide.

Why Shades instead of Heroic Slash? Stamina conservation plus Refreshing Shadows passive boost now for 2.1?

That's why I made the switch, yes.
