Potions grant buffs now instead of straight up boosting your stats, so if you already have the buff on you a lot of times you will be unable to use the potion until that buff wears off. Say you're in pvp and you need to use a tripot, but some random templar casted radiant aura on you, you won't be able to use your tripot until the radiant aura finishes. That means because of a regeneration buff, you can't get your resources restored by the potion either. How it should work is the potion refreshes the buff duration and applies the other effects, but it doesn't in most cases. This happens in pve with spell/weapon pots because a lot of skills already grant the additional bonuses such as spell power, weapon damage, crit, etc., blocking you from using your potion.

Yeh sorry, should of been a bit more clear in my op . Specifically, its the bug where you fully had to stop your rotation for a while to take said potions, resulting, as DisgracefulMind said, having to utilize other potions, such as Panacea of detection, that you can weave seamlessly into your rotation.
