That's not the problem here.. If you look at the video, my friend casts Mark Target twice in a row = I have to purge twice. When he casts it just once = I only have to purge once.
So I don't believe your explanation, plus @Cinbri stated that this bug occurs with Purifying Ritual too.

Essentially if the enemy uses Mark Target on you twice before you purge it, then you have to purge it twice. As far as I can tell, using it three, four, five, etc. times still only makes you have to purge it twice.

Piercing Mark should not have to be purged twice, that would be unfair to the other morph. Also I think that Piercing Mark only applies two debuffs as the tooltip just states Major Breach and Major Fracture as the debuffs, the "see through stealth" part is probably attached to those I would guess as opposed to being its own separate debuff.
Also, having Purifying Ritual be the only thing that can purge Piercing Mark in one cast seems really silly. Hopefully they will keep it so Purge will correctly remove the Mark (regardless of morph) in one cast.

Another stupid decisions from the devs is that the skill that counters Cloak is given to the class that has Cloak.
