Living without IC

For various reasons, which are covered in other threads, my friends and I are contemplating not purchasing the DLC.

We are wondering in what ways we will be able to progress, and what ways we will be blocked with this decision.

Obviously we will be able to level to v16. And I believe that we can receive v16 pvp set items in the redesigned rewards of the worthy (assuming there are some like-minded people left in Cyrodiil to fight).

Are there any other ways to get v15 crafting materials?
Are there v15/v16 drops in any other part of the game?

We are hoping that eventually some aspects of IC will change enough to want to participate in it, and in the meantime can still progress. Thanks for your answers.

V15-16 scaled dungeons will have appropriate drops, but only from bosses/minibosses. Additionally, you can probably buy the new crafting materials from the people who actually PvP. I'm certain there will be a few people who will PvP just to make money from selling the materials.

Thanks, is there a list of which dungeons are scaling up? Or are all of them?

I'm going to be buying it because I have a boatload of Crowns from subbing (which I am not going to renew when it's up next time) so I will buy it for the 2 new Dungeons and to (hopefully) see the finish of the "main story". The rest of the content does not sound very appealing to me for most of the same reasons already mentioned above.

Not very much honestly. This next patch offers nothing but vacuous gameplay in Cyrodiil. personally i'm going to be sticking to PvE after this patch goes live so the new armor, sets and what not mean nothing.

i thought that we could "only" craft new v15 and v16 armor and weapons in the imperial city "only"!
am i misled in this or can we also make all armor and weapons in any town or region of nirn?

Logically you should be able to craft V15-16 armors/weapons with or without ic. just not sets limited to ic. but i dunno. depends on rather you can get the crafting materials in the base game.

So are sets bound to your character or can you actually make the new sets or obtain them in IC, and then sell/trade those said items to people who don't have the DLC? Is that possible or will there be some sort of lock implemented so folks can't get the new items?

If you miss it I don't think it will be a big deal. Orsimer is supposed to be out "soon" after this release, and it might be out "sooner" if they don't sell enough copies of this. It is supposed to be a leveling "adventure" zone which means they will likely raise the level caps again and add new sets with new crafting materials and new things to farm. I am pretty sure as easy as PVE is in this game, you can leapfrog IC to the next content tier without any effort.
