its a shame but looks like ZOS forgot about it - vr14 cyro mobs on PTS giving the same exp like vr12 on live in Cyro now
or may be its intended, and looks like attempt to nerf grind in Cyro, especially in cracked wood cave?
mobs have more hp now and more dmg but exp reward is the same

the same i tested with vr14 character agains vr14 mobs0
