"Cannot do this action in current State" Weapon Swap Bug

I cannot equip a second weapon. Logged in, out etc.... roll dodged, tapped esc....switched toons, switched weapons on another toon.....any advice?

Just checking, you are level 15+?
I've had a few bugs like that, along with a padlock icon next to my bar also affecting whether I can actually use a skill or not.

I still have that problem with one of my vets and one of my higher level chars.I just am locked out of weapon swat due to some current state.

Double check that you have two weapons equipped.

I've made this mistake before; accidentally unequipped my second bar and couldn't figure out why I was locked out from swapping.
