"Cannot do this action in current State" Weapon Swap Bug

I cannot equip a second weapon. Logged in, out etc.... roll dodged, tapped esc....switched toons, switched weapons on another toon.....any advice?

I've made this mistake before; accidentally unequipped my second bar and couldn't figure out why I was locked out from swapping.Heals Please
