Supposedly lower-level writs can also give you fragments, but the odds are really low.

Did a provisioning writ from Craglorn today & it was exactly the same as the ones picked up in the starting map. Assumed higher level crafting writs might be blue recipes. Every time i do them, the same four recipes come up, 2 of a particular type one day, two of another type the next day. This never changes.

You have to put points into recipe improvement to make sure you get higher level ones. I have 8 characters I'm farming this one, main guy is VR3 and handing them in at craglorn. Ones level 31 handing in at alikr desert and 6 are level 6 handing them in at alikr desert.
This is the link I found with some info on it.

Not sure how accurate it is, as I have 4 points in recipe improvements on my lvl 6s, which hand in the right place, how ever my level 31 has 6 skill points in recipe improvements which should let him deliver them to coldharbour which is doesn't, at the very least it should be bangkorai for lvl 5 improvements. Can't figure out why the lower levels won't hand in the writs above alikr desert.
If anyone know how to get them to go higher without being VR1 please let me know.

My provisioning is maxed. All my writs are delivered to Craglorn. When higher level writs were mentioned, I was thinking blue recipes. The stuff I craft for the writs, are vr5 level green recipes

All provisioning writs require green items. The level of the writ will be based on how many of the 6 points you put in to the skill for level of provisioning scripts. It doesn't matter where you get the writ. If you are below VR1, you will not get level VI provisioning writs because those are returned to Craglorn and the game knows you can't get there. Each writ level corresponds to a particular turn-in location and VI are turned in in Craglorn.
I have been leveling up alts just so that they can do provisioning writs in Craglorn.

The item created is vr5. When you turn in the writ, it indicates the writ is level VI.
