Is there a way I can transfer my DLC from the NA server to the EU server?

I have the imperial edition download and a mount on the NA server but I want to start playing on the EU server. I know I have to make a new character and all that but is there a way I can get the DLC on The EU server without purchasing it again? On PS4.
