Would it be worth the development time / cost? What would be in it for ZOS?

Well I have thought of another solution; We all know that there are two modes to dungeons normal and vet, but what if there was a a third mode, an perma-death mode!
This mode would destroy the tedium of doing the same dungeon a million times to get the good stuff as it would have access to super rare unique and valuable materials and gear at a ridiculously high drop rate.
But if the team fails to complete it or they die too many times there characters are destroyed!
The big advantages:
1: High risk high reward.
2: The mechanics of perma death make some items super rare/valuable.

Can you imagine having a character who you had invested real world money in (in the way of motiffs, exp. potions etc.) being deleted due to somebody making a mistake mid-instance?
But honestly, I can't still can't see what's in it for ZOS. People creating alts etc doesn't necessarily equate to more money going to ZOS....and I suspect that that's what they're really interest ed in.

Honestly, I get the feeling that Tiebearion has never been in a vet dungeon before, or had a wipe where, honestly, it was not your fault. Someone else went down, and everyone else followed.

And the return would have to be greater than the investment. Would they spend thousands (pure guess there) to create something that maybe a few hundred people would use?
