For those who are interested, I did the main storyline quests and the guild quests, and all rewards scale to VR16, including the Prismatic weapon, which can be upgraded to legendary.

✭Did all enemies drop v15/16 loot?
All enemies are VR12 and drop VR12 weapons/armor and VR10 potions. Some of them even dropped pieces to sets such as Martial Knowledge and Way of Fire.0
