You'll need to open a ticket either in-game or on the web site, I'm afraid no one from ZOS who reads these forums can help you themselves.

Likely the best way would be to open a ticket using /help from another character on the same account as the one with this broken character .. use /help to open a ticket to get an in-game GM to respond, don't use /bug as ZOS clearly state they never reply to /bug reports.
