That's not really a thing that's measurable. Everything except the two new dungeons and the "safe zones" for your alliance is PvP-optional. This means that if you see another player, you can attack them or leave them alone, just like the rest of Cyro. There entire area is rife with aggressive PvE opponents, however, so there is no way to avoid PvE except via stealth. Exact percentages are going to depend on the metric you use. Definitely 100% could be considered PvE, since the dungeons are strictly PvE and the main city zone is PvE, but the main city zone is also PvP, so it depends on what "percentage" of the DLC is the dungeons and what "percentage" is the city zone. Is that something that can really be measured?

Like Cyrodiil, IC has lots and lots of PVE content. However, with the exception of the two dungeons, you have to deal with the PVP if you want anything to do with the PVE elements.

If taking down bosses is your thing, you're in luck. There's 12 sweepers patrolling the district, and 12 bosses stationed somewhere in the sewers. The Barathrum Centrata is also supposed to spawn some kind of cool event, but I haven't been down there since the patch to check it out.

Questing, however, is very sparse in my opinion. They mentioned that they cut out a considerable amount of quests from the final build, and it shows. Following the main storyline, you'll complete seven quests. One per district, then the finale. Afterwards there will be 6 dailies available to you.

IC is a PvE zone, with PvP enabled. It's quite a let down as far as pvp goes if you ask me. Once live, and with the access limits in place I believe pvp will be few and far between.

It truly isn't a pvp zone. There are no pvp objectives, nothing to take/hold/defend. It's just a place to gank pvers while they are killing mobs for stones.
    Here since Beta.

That percentage is going to fluctuate with which campaign you are on. I expect that there will be some campaigns that are mostly PVE and vice versa.
V16 Uriel Stormblessed EP Magicka Templar(main)
V16 Derelict Vagabond EP Stamina DK
    V16 Redacted Ep Stam Sorc
    V16 Insolent EP Magicka Sorc(retired)
    V16 Jed I Nyte EP Stamina NB(retired)

    Yup.

Exactly, whole IC is PVE zone with PVP enabled. ZOS is wrong then they claim its designed for PVP. They try so hard it just looks stupid every time they repeat it.

Cyriodiil is more of PVP zone with whole PVP related mechanic of capturing keeps, scrolls etc.

And in IC? Nothing, its just simple hack'n'slash and gank'n'harass fest.
Nothing as simple as some kind of team capture the flag mode, or king of the hill or other PVP specific objectives.

In my opinion it's 100% PvE content with 90% open PvP. There are no PvP objectives, which is why it's 100% PvE content, but all areas except the dungeons are PvP-enabled.

If they had kept the District Control system, that would tip the content balance closer to 60% PvE / 40% PvP, but they scrapped it. I hope they decide to bring it back though, as IC really needs some objective-based PvP as well.

Hmmmmm? Actually the PvP objective is same as it always has been, to kill as many players as possible. But it's greatness PvErs think there's something for them in IC. /trollolol ;)

I realise you are /trollololling , but I thought I'd clarify what I mean anyway. I consider "PvP objectives" to be specifically-designed content that requires PvP to complete; so in Cyrodiil, that includes capturing Elder Scrolls, Keeps, and Resources. Without those, there are no PvP objectives, just open PvP, and thus no designed "PvP content". Tel Var Stones fall on the cusp of PvP/PvE content, as they provide a reason to PvP, but are available without it and are not connected to any objectives.
That's what I mean when I say Imperial City has no PvP content, but lots of open PvP.

I don't find PvP nearly as fun without actual objectives. It just becomes a waiting game and a gankfest. Very boring. Mind you at least there is PVE there, but most other serious PvPers don't want much to do with the PVE stuff.

So is all of Cyrodiil...every zone is PvE. PvP is added on top, which makes it a PvP zone.
It was designed from the start to be a zone containing PvP...as in a PvP zone. There's PvP in it, which makes it a PvP zone.

It's still a PvE zone, but overriding that is the fact that you can encounter PvE at any time in it, just like Cyrodiil. Do you want to claim that's a PvE zone too, not a PvP zone?
I don't understand where you think you're getting with this word game of yours.

Lets see. Inside one zone yesterday, I came out of the sewers to our safe spot. Upon jumping down into a street and looking to the door to the next zone, say the distance from one outer wall of BRK to the inner wall of BRK, I saw Trash mob, trash mob, trash mob, DC player, DC player, AD player, AD player, EP player, trash mob, trash mob.

Its all mixed up and the ratio varies depending on the number of friendly and enemy players in zone.

Where is the end game? You just played it.
Why don't I have 300+ skill points? Because you skipped content along the way.
    Where is new content? Sigh.

After trying this out last night I can now give my thoughts on this. I went into IC and eventually got a quest to save 3 priests or something like that. I saved the three and then got the next step to save the last one. I did not save the last one because I just had a poor unpracticed template build and couldn't take the main guy solo but I can say that the whole time I was in the Temple district, about 35 minutes, I did not run into one PvP encounter, or player for that matter, while I was there. So depending on Population it could be as high as 100% PvE in certain places at certain times.

As others have stated, I wish there was some actual PVP objectives, that being said, it is a highly PVE area but the focus is clearly on PVP as the whole core of it seems to centre around the Tel Var stones, which are designed to encourage PVP.

Only the two dungeons are exclusively PvE, everything else is PvE with player killing enabled. It's a terrible wasted opportunity that they dropped the district control system, because the PvP with no objectives gets boring really quickly.
