I don't mind if housing is instanced (As I don't see any way for open world housing to make sense in the current game.)
I would like to see an instance with multiple housing entrances so we can see our "neighbors". That'd be sort of like an open world housing system.
Some things I'd like to see regarding housing:
-Ability to place decorations and furniture ANYWHERE and ANYWAY within the house.
-An outside yard, where we can grow certain mats.
-Housing in every zone! I'd love to own a house in Black Marsh.
-A varied amount of furniture and decorations befitting the various races and cultures in Tamriel.
-In-house storage, not connected to our banks. (Leave the banks outside, so people still have to go out of their houses.)
-Leave the crafting stations outside of housing, so people still have a reason to leave their homes.
-A costume display of some sort.
-The ability to have as many people as I possible invited inside the house.
-GUILD housing!
Just some ideas/things I'd like to see with housing.
In town instances instead of a housing zone. Tier based. Storage. Perhaps customizing by racial styles. Can be obtained in game as well as crown store.
Just where in the game world would you guys put all these players who wanted a house,garden,and land?Is the world gonna be big enough? In Morrowind it was great about housing.There were tons of mods for it.Thing is,there was only you to put one inworld.Even in Skyrim there was only you using the world so you could put what you wanted into it.As much as you wanted. I dont mention Oblivion because I found that game to be a boring waste of my time.With ESO,it just wouldnt work for every game player to have their own home set on land,etc so everyone could see it. I wish it would though.BUT,..not with all this stuff about how you must craft it,you must get respect,etc.Elitists seem to want lower level players who havent gotten everything figured out yet to suffer.I see it a lot.They want things to be made harder and harder. I think if there were homes they should be hovels for newbies and if you want a better home,craft upgrades,or pay a good price for one.
Just my opinion though.
I would like the entire game to go sandbox once you finish the story and each zone would have new daily content and able to build or buy homes in 1000s of locations currently in the game and use the phasing technology so there is not a million homes every where.
It should be in Cyr only , near your home fortress , but with the chance of it being burned the hell to the ground. Would make everyone go in there a bit more and fight
places to store and show off weapons/armor. This would be amazing

1. Instanced housing. I know a lot of people think that sounds awful, but it really is the best way. You should take a boat or maybe go through a portal in order to reach your house.
2. Themes. Give us an Alik'r Desert theme, a Valenwood theme, Auridon, Skyrim, etc.
3. Don't just give us a house - give us a plot of land. It doesn't have to be big, but there should be room for stables and a garden and so on.
4. STABLES. Let me see my beautiful mount walking around a corral or something. (maybe it can display only the mount you have equipped, or maybe it can display all the mounts you have purchased)
5. Crafting stations (obviously)
6. A personal banker of course, but ALSO a vault. It should be separate from the bank, and the items you put in there shouldn't be accessible at crafting stations.
7. Make it similar to a group dungeon, so that only players in your group can go to your house. The house entered will be the group leader's (like how dungeons scale to the group leader)
....and probably many more things. This is what I've thought of in the past few days.
Edit:The house should be acquired through a quest. I think that everyone should receive a free, small house (still customizeable.) There should be one $10 upgrade in the crown store that only changes the appearance/size of the house.
The rest IDC about. Can be the ugliest dang place in all of Tamriel and they can make money off selling "pretty things" in the crown store. I just don't want to see it be another step back and them trying to charge us for what F2P games have included.
EDIT: A housekeeper/npc spouse to keep the fires burning, food warm, etc (choice of sex)

If options weren't necessary, and everyone played the same way, no one would use addons. Fix the UI!
What if housing was only available at Veteran Level, & the home alliance maps moved FORWARD in time?
didn't I-you-we save the world? ...help to save the world anyway?
There could be an instanced housing option on almost EVERY map.
New fun quests & the higher level bad guys on our home alliance maps? yes, please!
& I agree, it should be a Quest to get the house, then with greenhouse upgrades & garden decorations & a basement vault & sexy bards... all available in the Crown Store.

I'm totally for instanced housing, never really cared much for in world open build in an MMO.
Liking this idea of making it a veteran map thing. That way not only will you have earned the house, but you will also have had a chance to see more of the world before you choose where to settle down. I'm behind having housing options on each map too. The more places to possibly settle down the better, style and environment with.
I'd like to see housing start with a quest, like in other ES games. That' always a lot of fun. Possibly even quests and drops for recipes that crafters can use to make changes to the look outside and inside the house. (Also allowing us to mix and match race styles or add touches to reflect our travels.) I'd like to see each crafting class have some involvement in creating housing objects.
Displaying of trophies, especially since many of them already have inworld counterparts and the ability to display pets and mounts. i.e. stables, a pen, etc.
Lastly, I'm in support of banking and crafting stations being a part of housing. I don't find everyone crowding around in a bank very social or rewarding. Crating stations are just a given imo especially for the sake of convenience and immersion. I would want to be able to build my furniture at home for instance.
We also should have the ability to dye certain things like the walls to our taste like we can dye our armor. It would also cost gold because it would take a ton of mats to create that much paint, and that many mats aren't free. That and of course racial-styles. I want a Black Marsh themed house with purple walls...
Another suggestion for a non-instanced version: rent money. There should be a place on a fictitious map, where parcels are available for building houses. Guilds have to pay for using the parcel (every guilds could own only one in a moment), and have to pay monthly about 100k gold. This will be against ghost-cities, where dead guild could own guild headquarters.
Armor racks, and places to put trophies, a nice decoration system freedom to place things where I want and not predefined sizes space old swg had great decoration for it's time I am sure they could improve on that these days ..
Looking forward to housing this can be a great sandbox element to the game that lets our characters feel more like they live in the world and not just playing through the world.
I liked the housing DLC for Skyrim will see if the borrow off that some.
What I want for housing is a use for achievement points. I feel the type of house available for you to purchase should reflect the amount of achievement points you have. It could maybe even influence the type of furniture you could have. I'd just love to see a use for the achievement points.
I want to see crafting recipes added to every class.
Alchemists could make candles, decorative bottles, webs, plants, etc.
Blacksmiths could make ovens, dwemer themed decor, pots and pans, etc.
Clothier could make pillows, curtains, rugs, paintings, etc.
Enchanter could make mirrors, books, scrying orb, lights, glowing glyphs, etc.
Provisioner could make decorative food items to put on tables, drinks,
Woodworkers could make tables, chairs, desks, beds, chests, etc.
